Joe Bartley, LTC, United States Army, Retired, served honorably in the United States Army, Army Reserve and Army National Guard from 1980-2007, earning his eligibility to the Veterans of Foreign Wars through his overseas deployment in 2005-2006. He served as a Support Operations Officer for Army Material Command and oversaw the up-armor program for the Southwest Asia theater. He served as Company Commander of 258th Quartermaster Supply Company, Battalion Commander of 651st Troop Command, and OIC of Detachment from Multi- Functional Support Command deployed in support of OIF/OEF. In 2006, Joe joined Northenders VFW Post l 0302 as a Life Member. He has served as a Trustee in Post 10302 from 2014 to 2021 and Blood Drive Chairman from 2015 to Present. He is the current Post Quartermaster. He has been the Quartermaster of District 10 from 2017 to Present, the District Blood Drive Chairman from 2015 to present and the Community Activity Chairman for 2021 to 2022. Joe was appointed as National Aide-De-Camp in 2016- 2017. He was appointed as Assistant Inspector at the Department and was elected to fill the vacancy of the Department Adjutant-Quartermaster in Feb 2022 and is currently serving in that capacity for 2022-2023. He has a Masters of Business Administration from Trident University and a Masters of Education Administration from Western Illinois University. In addition, he completed Quartermaster Officer Basic and Advanced courses, Transportation Advanced Course, Ordnance Advanced Course, and Command and General Staff College. He received certification as Certified Defense Financial Management. Joe is a Life Member of VFW National Home. He organized and was the Charter Commander for AMVETS Post 94. He is a Life Member of AMVETS Post 94,served 2 terms as Commander, and is currently the 2 nd Vice Commander. He is a Life Member of National Guard Association of Illinois, Life Member of National Guard Association of the United States, member of American Legion Post 32, and member of Military Officer Association of America . Joe served 2 terms as Commander of Ansar Shrine Legion of Honor and is current Acting Commander of Great Lakes Shrine Association Legion of Honor, covering units in Illinois, Indiana, Ohio, Michigan, and 1 unit in Canada. Joe is active in the community. He is currently serving his 5 th 4 year term as a Village Trustee in Riverton, IL where he served as the Acting Mayor for 6 months and is the current Mayor Pro-Tern. He has served on the Riverton Fire Department for 19 years and was promoted to the Fire Chief in August 2017 and continues to serve today. He was co-owner of an insurance agency from 2006 until he was elected State Adjutant-Quartermaster. Joe is the current President of Greater Riverton Kiwanis and is serving his 2 nd year as the Lieutenant Governor for Division 28. He is Past Master for Riverton Masonic Lodge #786 and is a member of multiple community organizations like Elks, Chamber of Commerce, Alumni Associations, and masonic organizations. Joe and Cindy reside in Riverton. He has 2 adult daughters and 5 grandchildren
